One of the recurring issues with any roleplaying game that involves a lot of action is how to balance events that happen near-simultaneously while maintaining a turn-based system that promotes a shared understanding of action sequence and player engagement. One of the systems that I have previously played that does this perfectly is Car Wars. Using their concepts for turn order and speed, I've come up with some new rules for driving rules that only apply at chase scale.
